Shelvee Osborne

Shelvee H. Osborne retired from the Internal Revenue Service (IRS) in 2020 after more than 41 years of exemplary federal service, including 18 years in leadership roles. She oversaw the development of IRS tax processing systems and managed annual tax law revisions. Her contributions earned national recognition, including acknowledgment by the White House in 2001 for the Initiative for Reinventing Government and by Government Computer News in 2011 for advancements to the Modernized e-File (MeF) Tax Processing System, which incorporated critical updates for the Foreign Account Tax Compliance Act and the Affordable Care Act.

A proud member of Norfolk State University’s Class of 1979, Osborne has been a steadfast advocate for higher education since joining the NSU Alumni Association (NSUAA) in 1997. Guided by her personal mission to “Find A Way,” she founded the Greater Northern Virginia Chapter (GRNOVA) and its Endowment Scholarship, leading a $20,000 fundraising initiative in 2017. She served as GRNOVA’s first president, past National President of NSUAA, and currently as National Treasurer. Her commitment includes co-chairing the NSU Cluster Program, classroom engagement, and creating scholarships such as the Holley/Osborne Family Endowment and the Shelvee H. Osborne Endowment in 2021. She later earned a Master’s Certificate in Project Management from The George Washington University in 2014.

Osborne’s achievements and philanthropy earned her induction into NSU’s inaugural Academy of Distinguished Alumni in 2008 and the Lyman Beecher Brooks Society in 2023. Since retiring to Norfolk, she continues to champion student success through volunteer service and initiatives like the Spartan Food Pantry, Professional Clothes Closet, and the Now Is Our Time campaign. Additionally, as a board member of the Alfred Street Baptist Church Foundation, she supports three scholarships for students aspiring to attend NSU, honoring her family’s legacy. Osborne is the proud parent of Richard S. Waldon of San Diego, California.
