Surplus Property

Assets not in operable condition are also classified as surplus.  All assets must be formally classified as surplus once it has been determined that property has served their useful purpose, are no longer functional, cannot be repaired or improved in a cost-efficient manner, and/or are not needed for use within the University.   Surplus assets will either be repaired, repurposed or disposed.

To preserve delegated budget, Procurement Services highly recommend departments to consider re-utilizing surplus assets.

Departments are responsible for surplus until it has been picked up or delivered to warehouse.  **Do not place surplus property in the hallways or outside of the building**

How to Turn in Equipment

  • Identify all items for surplus
  • Complete Inventory Change Form
    • List all tag numbers, serial numbers
  • Submit Inventory Change Form to Central Warehouse
  • Central Warehouse Manager will approve and notify department of pick up schedule

How to Surplus Computer

The Commonwealth has authorized the warehouse manager to dispose of surplus equipment via public auction, public sale, transfer or disposal.


Purchase Surplus Property

  • To preserve delegated budget, Procurement Services highly recommend departments to consider re-utilizing surplus assets. The Office of Surplus Property Management (OSPM) redistributes a wide range of surplus state and federal property to agencies of the Commonwealth, qualified nonprofit organizations, small businesses in the SBA 8(A) program, and the public.  Surplus items may obtained for nominal costs.
  • To avoid unnecessary and duplicative purchases, the University should ensure that for major acquisitions, assets requisitioned are screened against available assets from other agencies and institutions.
