Michael D. Rochelle is a retired lieutenant general in the US Army. He was born in 1950 and earned a bachelor's degree in foreign language education from Norfolk State University in 1972. Rochelle was commissioned as a 2nd Lieutenant on June 7, 1972, following his graduation from Norfolk State's ROTC program.

Rochelle graduated from the US Army War College in Carlisle Barracks, Pennsylvania, and earned a master's degree in public administration from Shippensburg State University in Pennsylvania. He also holds certificates from the Center for Creative Leadership and the Department of the Navy Executive Business Management Course at the University of California, San Diego. With more than thirty years of service as the Chief Human Capital Officer for the 1.2 million-person U.S. Army, the largest recruiting organization and service in the world, he has taken part in overseeing the hiring process.

Additionally, he trained and mentored junior officers and senior executives for over 35 years. In the final years of his employment, he oversaw the execution of a sexual assault campaign strategy that he developed while working with the Department of Defense, which acknowledged sexual harassment authority.

By the time of his retirement, General Rochelle had won the National Association for the Advancement of Colored People (NAACP) Barrier Breaker Award, been recognized as a Distinguished Alumnus from Norfolk State University, and been inducted into the Boys and Girls Club of America Hall of Fame for his service in the U.S. Army's Installation Management Agency. Rochelle is most well-known for his executive leadership abilities as well as his capacity for strategic planning and execution.
