Delegate Cliff Hayes has emerged as a steadfast political figure whose leadership, integrity, and commitment to community have made him one of Virginia’s most respected public servants. His journey in public life began long before his election to the Virginia House of Delegates. Hayes spent eight years on the Chesapeake City Council, building a reputation for service, collaboration, and innovative thinking.

With more than 25 years of experience in technology management, Hayes brings a forward‑thinking and solutions‑oriented approach to governance. His professional expertise, combined with his Norfolk State University roots as a Management Computer Information Systems major and former baseball player, shaped his dedication to expanding educational and economic opportunities. Elected to the Virginia House of Delegates in 2016, Hayes has championed legislation and initiatives that uplift communities across the Commonwealth. Among his most significant achievements is the creation of the Center for African American Public Policy at Norfolk State University—the first think tank of its kind at any HBCU—providing objective, nonpartisan research on issues affecting African Americans in Virginia and globally. As a member of the Appropriations Committee, Hayes played a critical role in securing $9 million for the Dr. Clarence V. Cuffee Community Center, Chesapeake’s first public swimming facility, demonstrating his commitment to community enrichment.

Throughout his seven years of state‑level service, he has tirelessly advocated for funding that supports Norfolk State University and strengthens the 91st House District he proudly represents. Raised in Chesapeake’s South Norfolk borough, Hayes learned early that a community’s quality of life must always be protected and advanced.
