A former Virginia Commonwealth University administrator has joined Norfolk State University this month in a new senior leadership role.
Dr. Justin Moses, a Michigan native, will serve as Vice President for Operations and Chief Strategist for Institutional Effectiveness. NSU President Dr. Javaune Adams-Gaston announced in August that Moses would join the university. Dr. Moses will oversee Communications and Marketing, Enrollment Management, Human Resources, Institutional Equity (which includes Title IX, Equal Employment Opportunity, and ADA compliance), Information Technology, and Institutional Research. He will collaborate with members of the president’s cabinet and provide leadership with projects and initiatives to increase NSU’s efficiency, effectiveness, and technology systems. He will also assist with the supervision of the President’s Office Staff and the Presidential Interns program. Dr. Moses was introduced to the NSU Board of Visitors at their meeting on Oct. 11, 2019, where he received a warm and positive reception.
“Dr. Moses is a proven higher education professional and he is committed to implementing the goals we will work to achieve and improve upon at Norfolk State University,” Adams-Gaston said. “These goals include student success and enrollment, institutional excellence, access and affordability, and growth, sustainability and fundraising. We are happy to have Dr. Moses on board as part of the senior leadership team.”
Most recently, Dr. Moses worked as an Associate Vice Provost for Virginia Commonwealth University (VCU), a campus supporting over 32,000 students. In his role at VCU he provided strategic and financial oversight of multiple departments, facilities, and personnel devoted to student success and support, Title IX and ADA compliance, and student health and well-being on both of VCU’s campuses. These departments included Student Health Services, Recreational Sports, Student Accessibility and Educational Opportunity, Counseling Services, the Wellness Resource Center, Collegiate Recovery, and the Office of Student Conduct and Academic Integrity. Dr. Moses also provided supervision to VCU’s Title IX Coordinator for students and served as a policy administrator responsible for maintenance, creation, and implementation of policies regarding students.
He oversaw the creation and implementation of the inaugural strategic plan for VCU’s Division of Student Affairs and assisted with assessment activities, strategic communications, and the production of reports in compliance with federal mandates. Dr. Moses also served as the chair of the university’s Title IX Review Panel and was a member of the Title IX Steering Committee. He was also a member of the Human Resources “Great Place” Redesign Advisory Committee.
Dr. Moses also held various leadership positions at The Ohio State University (OSU) and at the University of Tennessee at Chattanooga and he also held administrative positions at the University of Michigan. At OSU he served as the chief student conduct officer overseeing the conduct system and for all five of OSU’s campuses which supported 65,000 students. He also had a myriad of professional experiences in other administrative areas at OSU including admissions, curriculum development, student activities, and facilities planning and management. Furthermore, he led the implementation and integration of databases utilized for student records, information systems, student advocacy, and student accountability. At the University of Tennessee at Chattanooga (UTC), a campus serving 13,000 students, he served as an Associate Dean and served as the primary administrator for student advocacy and accountability, behavioral intervention, and threat assessment systems. Dr. Moses also managed admissions reviews, student activities, and served as advisor for several student groups including the UTC Littleton H. Mason Singers.
Dr. Moses was also involved in the creation and design of programs and initiatives that facilitated and improved student retention and success for men of color at VCU, OSU, and UTC. These initiatives included programs sponsored by the OSU Todd A. Bell Resource Center on the African American Male and the Brother-2-Brother organization and initiative at UTC. At the University of Michigan he worked in the departments of Academic Advising for the College of Literature, Science, and the Arts, University Housing, and University Unions and Dining Services.
Dr. Moses said he is impressed with NSU’s beautiful 134-acre campus, state-of-the-art facilities, the family-friendly environment, and the engagement and vibrancy of the student body. “I look forward to working with the students, faculty and staff at Norfolk State University,” Moses said. “I would like to thank President Adams-Gaston for giving me this opportunity and I’m glad to be a part of the Spartan community.”
Dr. Moses received a doctoral degree in educational leadership from Virginia Commonwealth University. He received a Juris Doctorate from the Michael E. Moritz College of Law at The Ohio State University as well as a Master of Arts in Higher Education and Student Affairs from The Ohio State University. Dr. Moses received his bachelor’s degree from the University of Michigan in Ann Arbor.
