What is Title III?
"Equalizing Educational Opportunity Through a Program of Federal Assistance"
The Title III Program is available to assist eligible institutions in "equalizing educational opportunity through a program of federal assistance". The grant is funded through the Department of Education under the Higher Education Act (HEA) of 1965. Norfolk State University is eligible under Part B of the Higher Education Act, which targets Historically Black Colleges and Universities (HBCUs) established prior to 1964.
Title III at NSU
Strengthening Historically Black Colleges & Universities is the primary purpose of Title III Funding. Norfolk State University's HBCU program has received more than $61,000,000 in Title III funds since 1987. Under the Strengthening Historically Black Graduate Institutions (HBGI) Program, Norfolk State University has received more than $19,000,000 since 1999 to support Graduate activities in the College of Science Engineering and Technology. Title III funds have enabled the University to initiate a wide range of innovative and crucial programs.
Title III Funds
Funds have been used to strengthen undergraduate and graduate activity programs in the following areas:

maintenance and renovation of institutional facilities

enhancement of disciplines in which African Americans are under represented

purchase of library books and other educational materials

tutoring, counseling and student services
