Dr. Justin MosesDr. Justin L. Moses
Vice President for Operations and Chief Strategist for Institutional Effectiveness

Dr. Justin L. Moses is the Vice President for Operations and Chief Strategist for Institutional Effectiveness. In this role he oversees several departments including Communications and Marketing, Enrollment Management, Human Resources, Institutional Equity, Information Technology, and Institutional Research. He also serves as an advisor to the President with regard to strategic initiatives and organizational efficiency and effectiveness. Dr. Moses also collaborates with the executive team and provide leadership with projects and initiatives to increase efficiency, effectiveness and technology.

Dr. Moses has an extensive history in higher education leadership and has held various administrative positions at The Ohio State University, the University of Tennessee at Chattanooga, and at Virginia Commonwealth University.  Most recently, he served as an Associate Vice Provost at Virginia Commonwealth University where he managed a number of student affairs departments, facilities, and programs including Student Health Services, Recreational Sports, Student Wellness, Student Accessibility, Student Conduct, Title IX, and Collegiate Recovery Programs.

Dr. Moses holds a bachelor’s degree from the University of Michigan and a juris doctorate from the Michael E. Moritz College of Law at The Ohio State University. He also earned a Master of Arts in Higher Education and Student Affairs from The Ohio State University, and a doctoral degree in educational leadership from Virginia Commonwealth University.

Tanya WhiteDr. Tanya S. White
Chief of Staff

Tanya S. White serves as Chief of Staff . As a member of the senior leadership team, the Chief of Staff partners with the President and Executive Cabinet Staff, and collaborates with individuals across campus and within the community and Commonwealth to support the President’s initiatives and the University’s strategic plan to build an atmosphere of coordination and clear understanding of the institution’s mission, vision, and goals. The Chief of Staff  is a role that combines administrative duties with representational duties that handle a wide range of time-sensitive, confidential administrative responsibilities while positively representing the President’s Office internally and externally.  White also focuses on ensuring comprehensive Executive Office oversight of activities, as well as being responsible for coordinating a wide range of mission critical administrative and executive tasks. Originally from the Hampton, White has over twenty-three years of higher education experience with the Commonwealth and served at Old Dominion University in various capacities before coming to Norfolk State. Her most recent position was Executive Administrative Manager for the Division of Finance and Administration in the Vice President’s Office for fourteen years. White earned a bachelor’s of psychology from Regent University and a master’s in Management and Leadership from Liberty University.  White earned her doctoral degree in Organizational Leadership with an emphasis in Higher Education from Abilene Christian University.

Eric ClavilleEric W. Claville
Executive Advisor to the President for Governmental Relations
Eric W. Claville, J.D., M.L.I.S., currently serves as the Executive Advisor to the President for Governmental Relations (I) at Norfolk State University. He has worked for two and half decades in education, politics, public policy, and law.  

He has taught public policy, legal research, legal writing, constitutional law and civil rights, law and the judicial process, ethics and critical thinking.  He has worked with many campaigns as an organizer, strategist, and served as a campaign director. As a legislative assistant, he has researched and tracked legislative issues on the local and state levels.  As a political and legal analyst and commentator, he provides on-air analysis on local radio and television stations. He has participated in the on-air analysis of the 2012, 2016 and 2020 Presidential elections.

He is the creator of NABJ award-winning commentary, The Claville Report: Law, Policy and Politics, and the executive producer and host of State of the Water Radio Show, the Center for African American Public Policy and NSU radio initiative.  Both programs were created to educate individuals about the laws, public policy and politics that affect their daily lives. 

He is a 2000 graduate of the Southern University Nelson Mandela School of Public Policy, with a Bachelor of Arts degree in Political Science, a 2006 cum laude honors graduate of Southern University Law Center where he received his Juris Doctorate, and a 2009 graduate of Louisiana State University with a Master's of Library and Information Science.

Sher’re DozierSher’re Dozier
Clerk to the University President/Liaison to the Board of Visitors

Sher’re Dozier is a graduate from Concordia University where she received her Master’s degree in Educational Leadership. Ms. Dozier also received a Bachelor of Science degree in Mass Communications-General Broadcasting, from Norfolk State University.  With a goal in completing her Doctorate degree in the field of Education. Ms. Dozier has 12 years of experience in the City of Portsmouth, within the field of Administration for the Portsmouth Police Department, also within Education; as a Teacher for Portsmouth Public Schools, and Executive Assistant for the Portsmouth City Manager’s Office. Ms. Dozier also served as the liaison for the Board of Commissioners for Economic Development Authority and the Portsmouth Port & Industrial Commission with the Portsmouth Economic Development Department.

Kimberly GaymonKimberly E. Gaymon
Scheduler and​ Financial Services Specialist I

Mrs. Gaymon serves as the Scheduler and Financial Services Specialist I in the Office of the President. Her responsibilities include managing the President’s daily schedule and all aspects of the President’s travel including assisting with university social functions that involve the President. She is also responsible for all accounting and financial transactions on behalf of the President’s Office and the Board of Visitors.  Prior to her appointment in April 2004, Mrs. Gaymon was employed by NSU's Center for Entrepreneurship. She is a member of the NSU Association of Educational Office Professionals.
