Norfolk State University is established by §§ 23-174.1 through 23-174.7 of the Code of Virginia (1950) Annotated as a corporation under the name of the Board of Visitors of Norfolk State University under the control of the Virginia General Assembly at all times. The Board of Visitors consists of 13 members appointed by the Governor for terms of four years and who are subject to confirmation by the General Assembly. Of the persons appointed, four shall be alumni of the University; three of whom may be nonresidents of the Commonwealth.
