MISSION STATEMENT
The mission of the Department of Procurement Services is to serve Norfolk State University community by providing value-added procurement, timely acquisition of goods and services, and effective surplus property administration needed to carry out the University mission of teaching, research, and public service.
Support is provided by:
- Ensuring the entire procurement cycle (involving purchase and payment activities) is performed in a manner that demonstrates our continuous dedication to providing excellent customer service.
- Effectively satisfies the needs of the end-user.
o Promoting positive vendor relations through diversity in expenditures and timely payment of invoices.
- Developing and fostering business relationships with DMBE certified small, minority, and women-owned businesses.
- Achieving cost savings through effective use of procurement methodologies/principles and streamlining administrative operations.
o Seeking more efficient and innovative ways to conduct public administrative activities, while complying with all applicable laws of the Commonwealth of Virginia.

Vendor Relations
We appreciate the support vendors give to the University. We recognize that vendors are also our customers and we treat them in a professional/courteous manner. We believe that vendors should be provided with fair and equal access to the University's procurement process. Procurement Services department promotes of integrity by consistently being honest and fair when conducting business and personal dealings.
Accountability
Taking personal responsibility for what we do to ensure that our actions reflect the best interests of the University and the procurement profession.
