Tuition Rates

Norfolk State University keeps its undergraduate and graduate tuition rates affordable, so your military benefits can go further.

We offer a special undergraduate military tuition grant rate for active-duty military service members and members of the National Guard and Reserves, so Tuition Assistance covers up to 100 percent of tuition. And if you're a graduate student and active duty, you could also qualify for reduced tuition rates.

Military Tuition Rate

To receive our military tuition grant and in-state rate send one of the following:

  • Active Duty: A copy of your Tuition Assistance form showing date of separation / & / A copy of your most recent Leave and Earnings statements showing Estimated Time of Separation.
  • Veterans: A copy of your DD-214 form showing date of separation / & / A copy of your Certificate of Eligibility (COE).
  • Dependents: The Military In-State Tuition Form (this form is also for Military Spouses.


Email: E-mail your documents to or fax them to 757-440-4041.

Mail: We also accept transcripts by mail. They must be mailed in a sealed, unopened envelope directly. f. You'll need to contact the previous institutions you attended and request your transcripts be sent to NSU. Many colleges and universities have a form that must be filled out to specify the NSU address.

Active Duty & Veteran Students: As a courtesy to our active duty & veteran students, we will place a hold on your account once all military documentation has been received or once you have notified the MSVA department after registering. This hold will prevent any active-duty student using Tuition Assistance from being disenrolled from classes while your Education Center processes the Tuition Assistance Voucher.


Active Duty / Veterans: You may be able to use your veterans educational benefits to help pay for your education at NSU if you are not receiving Tuition Assistance or if your TA does not pay the full cost of your tuition.
