Shelia A. Jones
Shelia A. Jones is the current University Budget Director for Norfolk State University. She arrived at NSU in 1976 in the capacity of Fiscal Technician Senior and has served the University with pride, commitment, and diligence ever since. She has supported and participated in many NSU sponsored activities such as serving as Chairperson & Coordinator for the Norfolk State University Faculty/Staff Annual Giving Campaign, participated in Shadowing Partner, served as a student mentor at NSU, and Advisor for World Changers and serve as a Statistician in the Annual Miss & Mr. NSU Scholarship Pageant. Her dedication has paid off in the form of knowledge and experience and has afforded her the position of Budget Director in the Office of Planning and Budget.
As Budget Director her responsibilities include effective management of budget staff, management and direction of University budget functions in accordance with all applicable Department of Planning and Budget (DPB) guidelines and established time tables, preparation of related special reports, monitoring and maintaining control over University budgets and development of revenues assumptions for the annual and biennial budgets. Mrs. Jones has served as Bi-Tech Software National Users' Group Inc. Eastern Regional Chair-Elect in 2003 and as Eastern Regional Chair in 2005. She also served as the Director-at-Large for a three-year term.
Mrs. Jones received her Bachelor of Science (B.S.) degree in Business Education in 1976. In 1995 she completed the College of Business Management Institute at the University of Kentucky. This program provided a broad study of business and financial management for higher education institutions. An advocate of education, Mrs. Jones keeps her skills sharp by attending numerous workshops and conferences including Bi-Tech Software National Users Group, Inc., Financial Management Training Program, Team Building, Women in Leadership, Professional Development for Women, Powerful Communication Skills for Women, University of Kentucky. She is knowledgeable in the use of Integrated Financial Accounting System (IFAS) and various computer software applications.
In keeping with her belief that it is the duty of citizens to give back to the community, Mrs. Jones is active in several community organizations and projects such as the Parent Teacher Association (city, state and national levels), member of the Superintendent’s School Improvement Planning Team in the City of Chesapeake, Member of School Superintendent’s Advisor Board in the City of Chesapeake, and the American Diabetes Association. In addition, she is currently serving as Deaconess, Assistant Instructor for New Life Classes and assists her husband with the Helps Ministry at Calvary Revival Church.
She belongs to several professional organizations such as the Bi-Tech Software National Users Group Inc., Virginia Association of Management Analysis and Planning, Virginia Governmental Employees' Association, Inc., and the Southern Association of College and University Business Officers.
Rovia E. Cook
Budget Analyst Senior
Ms. Rovia Cook is a senior budget analyst in the Office of Planning & Budget. She has served in this capacity since 1992. Her duties include assisting in the development of annual internal and external budgets, coordinating the completion and submission of state and federal reports, preparing and analyzing statistical data for management review, and assisting unit budget managers. In recent years her responsibilities have expanded to conducting budget training for all new employees.
Ms Cook received her Bachelor of Science degree in Business Administration from Norfolk State University (NSU) in 1976. She joined the staff at Norfolk State University in 1976 and since that time has served in various capacities within the Offices of Finance and Administration and Planning and Budget. In 2000 she completed the College of Business Management Institute at the University of Kentucky. This program provided a broad study of business and financial management for higher education institutions. Ms Cook has also attended numerous workshops and trainings during her employment at NSU including Accounting, Public Finance and Administration, Team Building, Total Quality Management (TQM), Effective Communication Skills, Managing Multiple Tasks and Dynamic Trainer.
Ms Cook is a member of the Virginia Governmental Employee Association, Bi Tech Software National User Group and the American Association for Budget & Program Analysis (AABPA). She is knowledgeable of the Integrated Financial Accounting System (IFAS), Form 27/27A Automated Transaction System (FATS) and the Program Budget (ProBud) and the Department of Planning & Budget Web-Based (Web Bears) Systems.
She is an avid reader of self-help books and is in constant pursuit of professional growth and development. Her goals are to be a life long learner and to use her experiences, skills and l abilities to give back to society by volunteering and serving in her church and community.
Tomaya C. Clark
Mrs. Clark is a Budget Analyst in the Office of Planning and Budget. In addition to her daily tasks which include the review and analysis of various budget transactions, she assists with overseeing the Higher Education Equipment Trust Fund and the Master Equipment Lease Program through which the University and its OCR programs receive approximately 2 million dollars annually.
Mrs. Clark received a Bachelor’s degree in accounting (2006) here at Norfolk State University. She was recently accepted into the Professional Financial Planning Series at Old Dominion University, a year-long program, in her pursuit of attaining the distinction of Certified Financial Planner (CFP). She will also be attending the College Business Management Institute (CBMI) beginning Summer 07 for the first of three weeks of thorough training in all business aspects of College and University management.
Since her initial appointment at NSU in 1997, as a temporary secretary in the Office of Institutional Research, Mrs. Clark has held positions with ever increasing responsibilities including Program Support Technician, Administrative and Office Specialist III, Budget Specialist, and her current position as Budget Analyst in the Office of Planning and Budget. She is currently a member of the American Assoc. of Budget and Program Analysis (AABPA) and a candidate member of the American Institute of CPAs (AICPA). Her future goals include obtaining her Master of Science degree in Accounting and a Certified Public Accounting license.
