Assessment Requirements for Virginia Licensure - June 07, 2012
Applicants requesting an initial teaching license or the reading specialist endorsement are required to achieve passing scores on professional teacher’s assessments prescribed by the Board of Education unless exempted based on three years of full-time successful teaching experience in a public or accredited nonpublic school in a state other than Virginia and a valid out-of-state license (full credential with no deficiencies) as described below under the topic, “Exemption Criteria.”
Applicants seeking the Technical Professional License, Pupil Personnel Services License, International Educator License, and School Manager License are not required to complete the professional teacher’s assessments. The Virginia Board of Education has approved assessments for individuals seeking the reading specialist endorsement and the Administration and Supervision endorsement.
Reading for Virginia Educators: Elementary and Special Education Teachers (5306) - March 15, 2011
The Elementary and Special Education reading test is intended primarily for entry-level elementary and special education teachers who have completed training in a program to prepare them to teach in either of these areas. The purpose of the test is to determine that the entry-level elementary and special education teacher will have the knowledge, skills, and abilities that are important, necessary, and needed at time of entry to the profession to teach reading.

The Virginia Licensure Regulations for School Personnel allow a license-holder to add an endorsement based on verification of the completion of an approved program for that endorsement or the inclusion of the new endorsement on a full, renewable out-of-state license. If neither of the above applies, an evaluation for the endorsement must be requested by the employing Virginia school division.
