What is Title III?
The Title III Program is available to assist eligible institutions in
"equalizing educational opportunity through a program of federal assistance".
The grant is funded through the Department of Education under the Higher
Education Act (HEA) of 1965. Norfolk State University is eligible under Part B
of the Higher Education Act, which targets Historically Black Colleges and
Universities (HBCUs) established prior to 1964.

Title III at NSU
Strengthening Historically Black Colleges and Universities is the primary
purpose of Title III Funding. Norfolk State University has received more than
$36,000,000 in Title III funds from 1987 through September 2004.
Under the Strengthening Historically Black Graduate Institutions (HBGI) Program,
Norfolk State University has received more than $5,000,000 in Title III funds
for the period of 1999-2004 to support the Materials Science and Computer
Science Graduate activities.
Title III funds have enabled the University to initiate a wide range of
innovative and crucial programs.
Funds have been used by thirteen undergraduate and two graduate activities
to strengthen academic programs in the following areas :
- acquisition of scientific laboratory equipment
- maintenance and renovation of institutional facilities
- faculty development
- enhancement of disciplines in which African Americans are under
represented
- purchase of library books and other educational materials
- tutoring, counseling and student services
- teacher education
- administrative management
- joint use of facilities
- community outreach programs
- establishment of the University Advancement Office
- establishment of the University Endowment Fund
