RISE CampusTM
The Research and Innovations to Support Empowerment (RISE)
CampusTM will be a strategic hub for applied research
and the generation of technological innovations that will
position Norfolk State University, the City of Norfolk, and the
entire Hampton Roads Region to become a key high-technology
gateway for the southeastern United States.
The campus will be developed in phases and managed by the
Enterprise and Empowerment Foundation of Norfolk State
University (E2F).
Phase I involved the construction of the Marie V. McDemmond
Center for Applied Research and the establishment of the RISE
SuperNodeSM,
a private synchronous optical network (SONET) with ultrahigh
bandwidth capacity, redundant connectivity, and reliable backup
power in a highly secured environment.

The Campus’ first research facility, the Marie V. McDemmond
Center for Applied Research
(shown above) is a state-owned, approximately 135,000
square-feet, six-story structure, and the home to applied
research, graduate-level education, and training for the
workforce of the future in science and technology. Construction
on the Marie V. McDemmond Center for Applied Research is slated
to conclude in the latter part of 2006.
Phase 2 and beyond will complete the full build-out of this
25-acre applied research and technological innovations park. It
will be realized as a result of highly-strategic private/public
partnerships.

The RISE Campus’ Research Pillars
- Advanced Materials – energy, nanotechnology, photonics,
and spintronics
- Advanced Technology – communications, image processing,
photonic devices, and sensor fabrication, optical
networking, etc
- Information Assurance & Security – forensics,
net-centric operations, sensor integration, and secured
wireless networks
- Computational Science – bioinformatics, grid computing,
modeling and simulation, and quantum computing
The RISE CampusTM will be developed
using a foundational model of collaboration as depicted below.

Partnership Advantages
New Market Tax Credits: The RISE CampusTM is
located within Federal and State Empowerment Zones; an
Enterprise Community; a HubZone; and a Hope VI region. These
designations provide tax advantages to businesses and enable the
City of Norfolk to stimulate economic development and community
vitality.
Access to Expanded Funding Opportunities: A partnership
with NSU and E2F can open doors for federal contract
opportunities in research and development, applications, and
commercialization that will otherwise not be available as
individual entities.
Proximity to Faculty and Students: A partnership with NSU
and E2F will enable prime access to students and
faculty researchers, and present opportunities for industry
researchers, academic mentoring, and instruction. Such
collaborative efforts can also fast-track the process of
technology development and commercialization.
