To obtain more favorable prices through volume purchasing and to reduce lead-time and administrative cost and effort, Norfolk State University are required to purchase certain goods or services from mandatory contracts established by the University and the Department of General Services/Division of Purchases and Supply.

Electronic System Inc. (ESI): mandatory NSU term contract source for the purchasing and leasing of copiers as well as the provider of maintenance.

Virginia Correctional Enterprises (VCE): mandatory source for office furniture, seating, printing, embroidery, clothing, textiles, and work boots. All orders must be placed through the Department of Procurement Services, not directly through VCE. {Pricing Guide}

Virginia Industries for the Blind (VIB): mandatory source for writing instruments, pillows, mattresses, gloves (exam, latex, vinyl, nitrile, high risk EMS), mop heads and handles, spices, tea, contract office services ( not including temporary employment services) and mailing services. {Pricing Guide}
