Q. I just received a parking ticket that I feel was unjustly given, what should I do?

A.  We provide a structured means to appeal any parking citation. Appeals must be submitted in writing within ten business days of the date the citation is issued.

Q. What forms of payments are acceptable for parking fines?

A. Parking fines may be paid for by cash, personal check, cashiers check, money order, credit card or Spartan Card. Payments may be made at the Spartan Ticket Box Office (9:30 am - 5:30 pm Mon-Fri).

Q. I have a decal but I can't find a place to park?

A. Norfolk State University is a decal-controlled campus and as such, a valid parking decal or pass is required upon entering the campus. With the exception of "reserve parking decals, a parking decal does not guarantee a parking space.

The times you arrive on campus has a significant impact on where you may be able to obtain a parking space. We cannot guarantee a parking space close to your destination but we do suggest that you park in one of the perimeter parking lost and catch the free campus shuttle bus to your destination.

Q. My parking decal was lost or stolen; what should I do?

A.  Report the loss or theft to University Police and bring the case number to the Office of Parking & Transportation Service. There is a $20.00 replacement fee.

Q.  I only need to be in a particular building for two minutes, will I get a ticket?

A.  Yes. If you are illegally parked, you will be subject to being issued a parking citation. Putting on your emergency flashers or leaving a note on your vehicle are not valid reasons to avoid getting a ticket.

Q.  I have a state issued handicap placard or plates. Do I still need a decal?

A. Yes. The handicap spaces are on campus for the use of University faculty, staff, students, and official visitors. Because the campus is decal-controlled, a valid decal or pass is also needed.

Q.  Who sets the prices for decals and fines?

A. All University fees and fines are set by the Board of Visitors.

Q.  Where does all the money go and what is it used for?

A. The Office of Parking & Transportation Services is an auxiliary unit and therefore, receives no state or federal funds.

All citation revenue and decal fees go to pay direct and indirect costs associated with running parking and transportation services (i.e. lot maintenance, shuttle buses, signs, etc...)
