Joyce Mpanga to Speak at NSU October 18 Norfolk, Va.— Joyce Mpanga, one of the first African women to sit in African Parliament, will discuss Education and Social/Political Changes for Women in Uganda at 10 a.m. Friday, Oct. 18 at the Mills E. Godwin Student Union, Ballroom A. Her talk is free and open to the public. Mpanga was specially elected to Uganda’s Parliament during the colonial days of 1960. She was also a former secretary of state for women in development and secretary of state for primary education. She and other women leaders have been instrumental in helping women achieve equal rights and political power in East Africa. A teacher by training, Mpanga also served as one of the directors for the East African Examinations Council and has represented Uganda at several international conferences. She holds a bachelor of arts degree in history from the University of London and a master’s in education from Indiana University. In Uganda, there is a national general election and a separate national general election for women so that each electoral district sends a woman representative to Parliament. In addition to this, if the president is a man, the vice president of Uganda is a woman, and some government departments are reserved for female secretaries of state.
