CIRCULATION POLICIES

  • Borrowing Privileges:

    NSU Faculty, students and staff must present a current University Identification Card to borrow from all collections. Additional special borrower information can be obtained from the Circulation/Reserve Staff.

Reserve Services

WHAT IS THE RESERVE COLLECTION?

  • For your convenience, Norfolk State University maintains a Reserve Collection to provide student access to specific class-assigned readings and other materials. Materials placed on reserve must support a course currently being offered.

WHAT ITEMS MAY BE PLACED ON RESERVE?

  • Library materials from the open stacks
  • Personal copies of books, journals and newspapers
  • Photocopies are subject to appropriate copyright laws

WHAT ITEMS MAY NOT BE PLACED ON RESERVE?

  • Bound and single issues of library journals and newspapers
  • Library reference materials and microforms

HOW DO RESERVE ITEMS CIRCULATE?

  • Reserve items circulate for 2 hours or for 1-day loan periods.
  • The maximum number of items that may be charged to one patron is two. Material on loan for 2 hours may be renewed for two additional hours providing no other patron has requested the material.
  • All borrowers are required to present a valid current picture I.D. card. Use of reserve material is not restricted to students enrolled in a particular course.
  • Borrowers may locate reserve materials via the Library automated system by searching for course or professor.

HOW ARE ITEMS PLACED ON RESERVE?

  • Obtain the Official Reserve Form from the Circulation Desk located on the first floor of the library.
  • Remove materials (books and journals) from the library shelves and bring them to the Circulation Desk. One copy of each item may be placed on Reserve per every 15 students enrolled in the class.
  • Complete the Official Reserve Form and bring it and the materials to the Circulation Desk. Be sure to indicate the following:
      • Instructor's name
      • Course Name and Number
      • Class enrollment
      • Call Number
      • Author
      • Title
      • Date
      • Material type

HOW MUCH NOTICE IS NEEDED TO RESERVE MATERIALS?

  • In order to give the staff ample time to process reserve requests, it is strongly suggested that teachers turn in the Official Reserve Forms at least a month before students are to use the materials.
  • Advance notice may be required when copyright permission has not been secured, when the item is on loan to another patron, or when additional copies must be purchased.
  • To order books to be placed on reserve, obtain the Order Slips and the Official Reserve Forms from the Circulation Desk, complete both and leave them at the Circulation Desk. Order no more than one copy for every 15 students enrolled in the class. This should be done at least a semester prior to need.
  • HOW LONG CAN MATERIAL STAY ON RESERVE?

    • Because of copyright restrictions, materials are removed from reserve after the end of each semester. However, Faculty may request that materials remain on reserve for the following semester provided the course is being offered that semester.
    • Material will remain on reserve for at least three weeks after the end of a semester to allow instructors time to submit new requests. All personal materials and photocopies will be returned to faculty, along with any copyright permission documents.

    WHAT IS AN INSTRUCTOR'S RESPONSIBILITY REGARDING COPYRIGHT?

  • Copyright laws exist to protect the rights of authors to control the use of the materials they create. Photocopying many materials is restricted under federal copyright protection. Photocopies placed on reserve are subject to copyright law.
  • Although Circulation/Reserve Staff will assist faculty in fulfilling copyright obligations, they bear the legal responsibility for complying with photocopying restrictons. You must sign a form agreeing to comply with the fair use provisions of the copyright law and accepting legal liability or you must submit copyright permission. The Library reserves the right to reject for course reserve any photocopy that it believes to be in violation of copyright law.
  • WHAT ARE FAIR USE GUIDELINES?

  • Federal law establishes guidelines for the "fair use" of materials for educational purposes. Fair use guidelines applicable to libraries allow photocopying of library materials if ALL the following criteria are met:
  • The library should own at least one copy of the item.
  • For journal articles, the library must curently subscribe to the title or own the specific issue from which the photocopied article was made.
  • Photocopied material should be a selective and sparing part of the work as a whole, like a chapter, article, short story, poem, or drawing.
  • No more than 1 copy of each item will be proided per every 15 students enrolled in the class.
  • Photocopying of the same periodical or book shall not be repeated by the same instructor from semester to semester.
  • The work may be used for only one semester by the same instructor within a 5-year period.
  • WHAT ABOUT PHOTOCOPIES THAT DO NOT MEET FAIR USE GUIDELINES?

  • Photocopies of copyrighted materials in excess of fair use guidelines may be placed on reserve, provided that permission of the copyright holder has been secured. We will assist you in securing permission as we are able, through various means:
  • by identifying titles in the Library's collection that will grant blanket permission to use copyrighted materials for instructional purposes.
  • by purchasing clearance for up to 5 articles per instructor per semester in publication registered through the Copyright Clearance Center.
  • by paying the copyright holder the single copy cost of any nominal fees, provided the cost of a single permission does not execeed $10.00.
  • If the copyright owner refuses permission to photocopy material essential to your course, we will attempt to purchase the monograph or the issue of the journal, provided the cost is reasonable in the judgment of the Library.
  • If you secure permission to photocopy, be sure to forward the permission form with its original signature to the Library. We will return the permission form to you at the end of the semester.
  • WHAT ITEMS MAY NOT BE PHOTOCOPIED?

  • Certain items may not be photocopied under fair use and placed on reserve. These include "Consumables" in the course that have been copyrighted:
  • answer sheets
  • exercises
  • manuals
  • standardized tests
  • study guides
  • test booklets
  • workbooks
  • Photocopies that have been collected to form an anthology of readings will not be placed on reserve unless each article has received copyright clearance (such as poems or stories)
  • REMINDER!

    The key to successful use of reserves is to notify the Library as soon as possible. We are eager to work with you to help make your class a success.
