Division of Finance and Administration

Vice President for Finance and Administration

The University's Vice President for Finance and Administration is responsible for establishing and maintaining current financial policies and procedures as well as capital and infrastructure improvements for all units, divisions and departments of the University.

The Vice President for Finance and Administration provides leadership and oversight for key financial and business functions within the University serving a wide range of customers.

The areas included within the Division of Finance and Administration are:

  • Auxiliary Services - Responsible Areas include: Spartan Ticket Center, Printing Services, Quick Copy Management, Spartan Card Operations, Food Services, University Bookstore, Laundry and Vending Services. Director: Mrs. Davida Harrell-Williams
  • Bursar- Responsibilities include: Student Accounts, Billing, and Collections for tuition, Course fees, Room and Board and Other Educational Related Expenses. Bursar: Mrs. Sandra Riggs
  • Human Resources– Responsibilities include: Recruitment, Employee Relations, Employee Benefits, Employment Opportunities, Leave Reporting and liaison with Virginia Department of Human Resources Management. Director: Mrs. Francine Johnson
  • Office of the Controller– Responsibilities include: Managing Accounting, Financial Reporting, Payroll, Treasury Operations, and Compliance with Internal Controls and liaison with Virginia Department of Accounts and Auditor of Public Accounts.
  • Office of Planning & Budget– Responsibilities include: Develops, Executes and Monitors Annual and Biennial Budget for the University and serves as liaison with the State Department of Planning and Budget in planning and proper distribution of appropriations of State and local funding. Director: Mrs. Shelia Jones
  • Facilities Management – Responsibilities include: Creating an environment that encourages clean, comfortable, safe and well-maintained facilities and grounds for students, faculty, and staff. Facilities also manage Capital Planning and Improvement projects across campus for an environment conducive to academic excellence. Director: Ms. Karen D. Barrett

  • Payroll (Secured site) - The Payroll Office is responsible for processing payroll transactions for full time employees, hourly employees (including students), and adjunct faculty. Leave transactions for classified employees of are entered and monitored by the Payroll Office. The office is also responsible for entering employee benefits and monitoring hours worked for part time employees. There are individuals in the Payroll Office who can assist you and answer questions.   • Procurement Services– Responsibilities include: Oversight of Contract and Vendor Participation and Compliance, Purchasing Card Programs to include travel and small purchasing charge cards, Surplus Property Management, Acquisition of Goods and Services and liaison for Virginia Department of Minority Business Enterprise.
  • Risk Management- Responsibilities include: Preserving the University’s assets by promoting and conserving a safe and healthy environmental for all students, faculty and staff through oversight of hazardous materials, indoor air quality, energy conservation, occupational and personal safety programs and emergency management in compliance with State and Federal regulations. Director: Mr. Charles Thompson
  • University Police- Responsibilities include: Provides safety and security to the campus community and surrounding areas, provide informational sessions on security support services and individual safety measures, crime prevention and reduce risk of victimization. The University Police also manage the Parking Services unit and works closely with the Norfolk Police Department. Chief of Police: Mr. Anthony Walker
