| Brief Biography |
|
Mr. Outlaw received a BS in Physics with honors from Norfolk State University and an M.S.E.E. in Electrical Engineering from Old Dominion University. He has done post-graduate study in electrical engineering at Old Dominion University, and in engineering management at George Washington University. He has over 30 years of research and development experience at the NASA Langley Research Center. His NASA experience includes the following positions: manager of Systems and Airframe Failure Emulation, Testing and Integration Laboratory (SAFETI Lab), manager and team leader of Experimental Avionics Systems Integration Laboratory (EASILY Lab), research engineer of aircraft pilot-cockpit interface technologies, and flight control subsystem engineer for experimental aircraft electronic and sensor systems. The research area of expertise at NASA was primarily the design and development of analog and digital commercial aircraft avionics systems. Other NASA research areas were speech recognition, system specification, design, development, and performance analysis of electronic systems. While at NASA, Mr. Outlaw gained considerable industry experience while working on-site with companies under NASA contract. This experience included deployment for weeks at a time with the following companies to develop systems for NASA’s experimental aircraft: in Seattle, Washington with Boeing Commercial Airplane Company to develop flight control systems; in Phoenix, Arizona with Honeywell Commercial Avionics to develop flight computer systems; with General Electric to maintain and enhance flight control computers. In addition to past adjunct teaching experience at Norfolk State University, Mr. Outlaw has taught a wide variety of courses at the following institutions: North Carolina A&T State University (Visiting Professor, and later as NASA Technical Representative for Graduate Research), Hampton University, and Thomas Nelson Community College. After retirement from NASA in January of 2002, Mr. Outlaw joined the Department of Engineering at Norfolk State University as an Instructor of Electronics Engineering.
