With the current strategic planning process,
Norfolk State University has begun what may
be the most comprehensive and broadly
participatory process of self-examination it
has seen to date. In order to support and
sustain the participatory nature of the
process, please visit this site often for
updates as the strategic planning process
continues. Also, please contact your
representative on the Commission or a CSP
staff member to obtain additional
information or to provide feedback regarding

Commission on Strategic Planning
INTRODUCTION [1]
In Spring 2003, President Marie V. McDemmond established
the Commission on Strategic Planning (CSP). The charge
for the Commission is “to involve all our major
stakeholders in order to create a blueprint for our
future.” As Dr. McDemmond mentioned in the appointment
letter to Commission members, “in light of persistent
fiscal challenges, increased legislative oversight and
accountability along with greater competition among
institutions of higher education in this region, it is
imperative that NSU develop carefully considered plans
and processes that will better position us for the
future.”
Given this charge, the Commission will:
- develop a structure, process and timetable for
reviewing and updating our strategic plan,
- ensure that system-wide goals are addressed, and
- lay the foundation for the new Southern
Association of Schools and Colleges (SACS)
accreditation requirement, the Quality Enhancement
Plan (QEP).
The 23-person
group includes representatives from the Board of
Visitors, administration, faculty, staff, students,
alumni, and community. A complete list of members can be

to provide feedback, please contact the representative
from your division or school, or contact a CSP staff
member.
The Commission began its work in Spring 2003 to
develop a new strategic plan and is expected to continue
its work through Fall 2004 [2]
when the plan is completed and forwarded to the
President. Based on feedback and direction from the
President, campus-wide implementation of the plan will
follow.
What will emerge from this process is a guide to what
Norfolk State University wants-and needs-to become in
order to continue serving its community – the Hampton
Roads area as well as the Commonwealth of Virginia, the
region, the nation, and the global community.
ENVIRONMENTAL SCAN
An important context for the strategic planning process
is establishing an awareness of the changes and trends –
economic, social, demographic, geographic, and
educational – that can be expected to impact Norfolk
State University, the Commonwealth, and the nation in
the coming decade. A consulting firm, The Planning Edge,
conducted an environmental scan for the University in
Fall 2003 to provide this context. Its report, as well
as the slides from the presentation during the 2004
Spring Opening Activities, can be found by selecting the

webpage.
