Statement:
“I was the author and Patron of the Senate Bill
for the Virginia Energy Plan which was approved by the General
Assembly.”
My interest is to see how can we enhance our energy
supply and at the same time improve the environment.
- The first goal is to improve our
conservation efforts in Virginia.
- The second is to see what steps we
can take to enhance our clean energy supplies through increase use of
renewable and nuclear energy.
- Virginia needs supporters as far as
possible in advance, to research natural conservation as well.
- We need to enhance our natural gas
supply in Virginia because it represents the cleanest burning fossil
fuel available.
2. Public Statement from The Honorable Delegate Joe F.
Bouchard, 83rd District, Commonwealth of Virginia
Delegate Bouchard was appointed to the Virginia Commission on Climate Change
He also serves on the House Committee for Agriculture, National Resources and
Chesapeake (Chesapeake is in reference to the Chesapeake Bay Clean-up)
Statement:
- "I am honored to be selected to serve on the Commission. This is a vitally
important issue especially for my District which is especially vulnerable to
rising sea levels. One of the reasons for my appointment is I understand the
national security and consequences of climate change which could be severe."
- When I asked why, he stated that he was former Commanding officer of Naval
Station Norfolk, and Defense Policy Director, at the National Security Council.
- Delegate Bouchard also serves on the House Committee for Agriculture, National
Resources and Chesapeake. (He was relating to the clean-up of the Chesapeake
Bay.)
- I thanked him for his time, and impending work on the Commission in search of
solutions to Climate Change

Norfolk State University is a member of the Virginia Coastal Energy Research
Consortium which was established in Chapter 6 of the Virginia Energy Plan by the
Assembly of the Commonwealth. VCERC was created to serve as an interdisciplinary
study, research, and information resource for the Commonwealth on coastal energy
issues with initial focus on offshore winds, waves, and marine biomass. Other
Virginia University members include: Old Dominion University (the leading
institution), Virginia Tech, William and Mary, and James Madison. Sciences,
Applications International Corporation (SAIC) has been designated by the
Assembly as the industry partner in this statewide inter-university network.
Other universities such as Hampton University and Virginia Commonwealth
University will be joining VCERC research effort on offshore wind and bio-fuel
energy development project here in Virginia.
As a member of VCERC, NSU has been assigned the task of conducting research on:
(1) the economic impact analysis of offshore wind and wave energy on the state's
economy as well as on reduction in greenhouse gas emissions; (2) identifying the
current human resource (skills) and potential for training. I am charged with
the economic analysis, Dr. Harris Melinda, the human resource and training.
Part of the goal of VCERC is inform various constituencies about renewable
sources of energy such as offshore wind and wave energy which is gaining ground
in Western Europe
Mr. Neil Rondorf (VP at SAIC) and his ODU intern, Gregory Hodges will be
participating in Symposium will speak about the goals of VCERC, as well as the
potential impacts of offshore wind and other sources of renewable energy
productions on the economy of the Commonwealth and on global warming.
